KPK's strategic in Fighting Corruption Carried Out by Regional Heads in Indonesia

In Indonesia, on September 23th, 2020, there will be 270 simultaneous regional head elections, which include: 9 provinces, 224 regencies, and 37 cities. In total, there are 32 provinces that will carry out the Pilkada. This simultaneous regional election is considered the right time to elect regional heads with integrity and accountability. Rows of corruption cases have ensnared regional heads to former regional heads in Indonesia. Since the Corruption Eradication Commission (Komisi Pemberantasan Korupsi/KPK) was formed, 21 governors have been caught in corruption cases. A total of 129 regional heads have been involved in corruption cases as a result of direct regional head elections held since 2004. For the last five years, there have been 119 regional heads involved in corruption cases. There is 434 regional heads and former regional heads have been affected by corruption cases since the 2004 direct election. The modes of corruption for regional heads include bribery in infrastructure development projects, procurement of goods and services, permits, filling positions in regional government, and bribes from government agencies. in the area.

The Financial and Development Supervisory Agency (Badan Pengawas Keuangan dan Pembangunan/BPKP) in 2016 conducted a study and the results showed that there were a number of factors causing regional head corruption, namely: monopoly of power and policy discretion. Elected regional heads have the power to manage regional budgets. Then, regional heads (governors, regents, mayors) also have the authority to recruit people who have contributed to winning the regional head elections. They are appointed and made officials to fill the political structure of local government. Furthermore, regional officials are also given discretion by giving permission to manage existing natural resources. The other is managing the procurement of goods and services to the power to exercise discretion in making regional head regulations. Other causes that support the occurrence of corruption in regional heads are the direct election costs that lead to transactional politics or money politics, lack of competence in managing regional finances, to a lack of understanding of the rules.
