Political Policy of Public Transportation Development in Jakarta-Indonesia

Ever since BRT operated on 15th of January 2004 up until nowadays, corridor I has been a corridor that has succeeded in serving the community. But do not turn a blind eye, improvements have been made by BLU in all corridors. BLU has referred to the SPM (Minimum Service Standards) to provide services to the community which has been in effect since April 2010. What is important to understand from the service improvement is that BRT is a form of government rationalization to achieve the ultimate goal of service commodification. SPM is a concept of service order that is oriented to the interests of consumers and is therefore legitimate. For this reason, BLU has the responsibility to manage services by referring to the service order/SPM.[1]

The happening contestation between the BRT development arena could be identified by ten kinds of issues: (1) infrastructure development (bus stop, sky walk), (2) lane construction , (3) eviction of regular transport routes; (4) procurement/formation of operators, (5) difference in the price of kilometers traveled, (6) unsteril lane, (7) delayed bus arrival time, (8) the availability of CNG and prices; (9) ticket prices and (10) subsidy politics.

Taking into account the ideal framework of BRT as a rapid mass public transport system, its implementation is not as easy as imagined. The construction of the BRT system will continue as long as this program is implemented. As an ideal concept, BRT is included as a form of social creativity. This is because the public transportation system development contains standard values of rationality and universality. This system applies in all corners of the world, and its values are speed, fairness, time efficiency, cost, equitable access and punctuality and are integrative with other transports. The implementation of BRT as a political policy is aimed at reducing congestion and delegitimizing the use of private transport. The reason is because the government continues to ignore the use of private vehicles to fight for road space with a culture of public transportation typical of urban people who do not yet have a city culture, such as overtaking, snatching, honking, etc.

BRT was chosen and implemented because it is seen as the cheapest and fastest system as a solution to solve public transport problems. BRT is a new transportation technology system, having been implemented in the Brazilian city of Curitiba for more than 20 years. This concept is better known as busway as a quick mass transportation system and proven to change the city appearance in a better condition and escalate the economic activities. The reliable performance of the BRT system coupled with the cost-effectiveness of investment, make this system an option for developing countries around the world to improve their public transport systems.
