Independent Isolation and Quarantine during the Covid-19 Pandemic: Biopolitical Perspective

Independent isolation policy is a part of biopolitics policy. This policy happened to appear and was intended to rationalize the problem of disease/population death caused by the COVID-19 pandemic to generate a healthy population. So that the population can continue their life. This is emphasized by Foucault (1981) that the normalization of society is the historical result of the technology of power that is centered on life. Meanwhile, biopolitical in general refers to specific knowledge of the population prepared through the disciplines of statistics, demography, epidemiology, and biology (Randolph 2020). Not surprisingly, during the COVID-19 pandemic, the government always updates statistical and demographic data, the distribution of locations from the number of people who died, lived and were exposed to COVID-19.

Self-isolation after traveling abroad is a disciplinary mechanism that aims to prevent the transmission of infectious disease viruses by imposing strict controls on physical movements. Isolations or quarantine concept implemented in the corona virus situation in which it is not yet known when it will end. Most countries like Bangladesh, United States of America, Germany, Spain, Italy, Denmark, Iran, Israel have taken measures from lockdown, quarantine to school closures (Kaplan, 2020). According to Foucault, this quarantine mechanism is a reflection of disciplinary power.

Through this policy, life becomes increasingly dominated, controlled, and subjugated by the power of government and the power of the biological sciences. Citizens (people-demos) become a biological population that must be managed, regulated, and controlled by the state/government (Bird and Lynch 2019). Indeed, by the COVID-19 transmission control, the goal is to maintain better biological life in every shape which is needed to actualize productive economic activity. Not surprisingly, the cessation of economic activity is perhaps the most contentious aspect of this emergency PPKM policy. The government did not take the lockdown policy because this was for the wheels of the people's and state's economy to run.

What is more important by the PPKM policy implementation is to position citizens as a population subject to a biopolitical population order. In the emergency PPKM policy, it is very clear, the government has a strong desire to maintain the life cycle of its citizens. Technology and science as a prescriptive model for citizens/population life and prosperity. The state has a strong desire to normalize the living conditions that threaten the lives of its citizens. All regulations are aimed at restoring and rebuilding normal biological and political conditions into policies to mandate the observance of norms from citizens. In the global struggle against the COVID-19 pandemic and other viruses (Omicron), the implementation of biopolitical policies is very relevant in regulating and disciplining human interactions to continue their lives.
