Pandemic Covid-19 and Public Rejection of PPKM Policy in Surabaya and Gresik, East Java -Indonesia

 The Covid-19 pandemic could be handled by two main policies: Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM)/implementation of restrictions on community activities policies and mass vaccination. It has changed people's daily life. To maintain public health, the government carries out strict supervision, enforcement of behavioral discipline and community activities. This study focused on revealing disciplined policies that are implemented by governments (in Indonesia) to face people rebellion. The PPKM policy's implication has in fact forced people to get used to living abnormal lives.

The PPKM policy wasn't fully understood by those two industrial areas resident in East Java (Gresik Regency and Surabaya City). Community action against the PPKM policy was sturdy in both areas. The refusal and resistance to the officers in charge of supervising the implementation of the PPKM policy has sparked social unrest. This reached its peak when the Surabaya City government began to carry out vaccine operations for residents who traveled from places that were included in the red zone category to the green zone. This public misunderstanding of PPKM and vaccination policies is intriguing from a biopolitical perspective. This perspective offers an adequate understanding of the community attitude who refuses to be vaccinated and adheres to PPKM implementation.

Sacrificing Lives

It is not counted as an ironic or paradoxical matter according to the attitude of those who reject the implementation of PPKM and vaccines. But there’s such real problems with people's conditions, such as starving, having no money, not being able to eat, and ending up being in an unwell condition. This real condition that moves people to fight is not in the sense of being against, but only so that they are able to carry out activities and carry out economic activities to fulfill their daily needs. So there is a conditional context that causes people to turn down the policy.

The community filed a demand with the government for assistance in the form of food and cash. The governments had already complied nationally. Those aids not only originated from the governments, but also involved many components of the community. Companies (corporations), NGOs (communities and non-governmental organizations) work together and act to carry out social actions by providing social and economic assistance.

The social problem that occurred is that the PPKM policy emphasized prohibition for people to carry out their economic and social–cultural activities. They also bring up the supervisory team that involves the security apparatus (TNI and POLRI). Some of the cases revealed are: there are restrictions on opening and closing hours for food stalls, coffee shops, shops, cafes, malls, traveling activities at ports, airports, train stations, bus terminals. Even celebrations, weddings held both at home and in public spaces are subject to sanctions. The most affected by PPKM are lower-level business actors, namely coffee shops, food stalls, who have been fined large amounts of money and have had their ID cards confiscated from shop owners and buyers.
