PPKM is stands for implementation of restrictions on community activities. Throughout the Covid-19 pandemic, both during PSBB or PPKM, people can not stop their activities outside their homes. Research data shows that Surabaya City residents spend the most time outside the house for 7-9 hours / day which reaches 33.11%. According to Research and Development (R&D) data from CSWS FISIP UNAIR 33.11% of Surabaya City residents spend 7-9 hours/day during the Covid-19 pandemic entirely for work purposes. 28% of them use the time for family visits/needs. The Indonesian government has determined that the appropriate institution to handle women and children in social conflicts is not the Timdu (Integrated Social Conflict Management Team), but the Working Group for the Protection and Empowerment of Women and Children in Social Conflict (Pokja P3AKS). This institution was formed as a response to the high number of social conflict potential and social conflict cases that happened in Indonesia and caused deprivation of security, safety, peace, and human rights from the Indonesian people. National level Timdu PKS recorded that in 2018-2019 there had been seventy-one social conflicts happening in various provinces. The 2018 Village Potential (PoDes) statistical data shows that almost 3.150 villages or 3,75% from the total of 84.000 villages in Indonesia are vulnerable to social conflict and became the scene of mass fighting. Spatial planning politics that focuses on planning aspects is dangerous, threatens the survival of people's lives and the existence of the city. The ideal spatial politics should be harmonize various social, economic, cultural, and environmental factors. Ignoring one aspect or vice versa, emphasizing one aspect means creating inequality or destroying the social and ecological environment of the city. Saving the ecology by building green open spaces is a good step. Likewise, providing open public spaces is much better. But the problem is that development is expensive, the government cannot provide green open spaces or develop public spaces that can be accessed and used by the community as a place for social interaction.
